Take a look at column 5. You should be able to place one of the squares for the 4.
I'm not sure how to describe this; apparently I do this differently from other people. :-D
If you tried to start the 3 in the bottom square and count up 3 squares, 1 space/dot, 2 squares it ends in the square at Column 5 Row 10. Therefore, still counting up skip the box above the square you have already filled in that column and count up 4 squares. That puts you at the 4th square down in that column. That square would also be filled if you counted down for the 4 clue. Therefore, the square at Column 5 Row 4 is filled in.
That should open up the rest of the puzzle to easier solution. I hope this makes sense.
