...among my first 'hard' ones, and I feel I exhausted my knowledge and got stuck...
Am I 'just' missing an easy point? or is there a special technique / understanding I need to exercise on this one?

Yup, you've missed some obvious spots. Take another look at these:
 
row 14 - two squares of the "4" can be placed
 
row 19 - the 1st "1" can be placed
 
I didn't check the whole puzzle; just found these two right away.
 
When I get stuck, I usually put it away for a day. When I come back to it, I re-count each row and column.

Yes, Charlene, I do the same.
Indeed I missed row 14.
However - I am not sure about row 19 - why can't the missing 1 be in column 10 or 11? why3?

O.K. . . .
So, I followed your clue, Charlene, and developed it some... then got stuck., left it overnight, looked at it today - and once again I feel stuck...
What am I missing?

(and, as I reviewed it all, I have a feeling I might have 'jumped to conclusion prematurely' at some point previously on C5R8 (I think it came from counting C5), so I think I should delete it - comments, anyone?)

Take another look at row 14; you should be able to place another square of the "4". Count from the right.

After adding this missing one, I was able to follow this one through to completion.

I guess I have to sharpen my eyes...
...but it's good to know I can rely on my friends to get me out of these deadlock corners...

I'm actually not very good at the more difficult PaP puzzles. I don't know any of the more advanced solving techniques.
